Some years ago - from 2004 till 2008 - I was the project manager in an Interreg North Sea Region project evoice, about e-participation and e-democracy.
Evoice developed a series of pilot projects exploring the multi media dialogue approach, aiming to increase citizens' participation in local government and access to the administrative system. See also: www.evoice-eu.net. The project partners used different target group oriented multi media approaches combining the strengths of the 'old' media with 'new' media (internet, e-mail, electronic chatrooms and forums, sms and mms). This was - of course - before social media were introduced and became popular.
In my view a new transnational project on e-democracy should be developed within the future EU/Interreg programme period 2014 - 2020 to explore and implement the use and applicability of social media in e-participation and e-democracy during the whole period of office and not only during elections.
Building on the results and experiences of evoice, the future project Spirit of Democracy 2012 could be of great value for e-participation in local government.
